Well now, gpedit.msc (group policy editor) is not present for Vista home and premium edition. It does exist in Vista Pro (Ultimate, Business and Enterprise editions). You have to manually edit the registry in order to change group policy settings. Microsoft has an Excel spreadsheet that lists all the group policy settings there. The problem is that although you type precisely gpedit.msc, Windows 7 cannot find gpedit.msc. The most likely cause is that you have the Home Premium edition. It’s most disappointing that you only get gpedit.msc in the Ultimate, Professional (old Business) and Enterprise editions, and not in the Windows 7 Home Premium or Basic editions.
I did not make this, I spent an hour turning the web upside down to find a way to add gpedit.msc to Windows 7 Home Premium. I finally found this installer.

You must go to the SysWOW64 folder and copy the GroupPolicy, GroupPolicyUsers folder and the gpedit.msc file into the System32 folder.
